Ingredients
Looking into the full list of ingredients for Commonlabs Balancing Toner its active ingredients are Panthenol (Vitamin B), Ethyl Ascorbyl Ether (Vitamin C), Tocopherol (Vitamin E). It also contains Niacinamide, Propolis Extract and different types of Hyaluronic Acid. Overall the INCI list looks promising.

Packaging
It comes in a semi-transparent plastic bottle with a screw cap. The design is simple and the packaging box is neat as well. Labels are in English and Korean.

Texture
This is a very watery toner so it drips and absorbs into the skin almost instantly.

Scent-Wise
The scent is nice and calming, most probably from Pelargonium Graveolens Flower Oil, the only essential oil in the toner.

Experience
Honestly, I only managed to use this a couple of times as I didn't manage to fully incorporate it into my routine yet. So far my experience with this balancing toner is good, I did not experience any bad reaction while or after application.

This toner is like water and absorbs instantly into the skin, so it's great to soak it with cotton pads as well. However, I'm the type that likes to directly dap toners onto my skin and this one included. This toner indeed gives an instant boost of hydration and makes my skin feel refreshed and alive.

Overall Thoughts
Commonlabs Triple Vita Balancing Toner seems like a great toner for all skin types. This toner doesn't seem irritating even with actives included. Not only does it refresh the skin but it gently exfoliates as well with PHA, which makes it great to solve pore problems in a gentle way too. I feel like I'll be using this toner as a quick mask fix in the middle of the day by drenching it with cotton pads. The feel of using this balancing toner is definitely pleasing.
